POSITION PURPOSE:

 

The Senior Data and Research Administrator/Analyst accesses, collects, analyzes, and shares data from internal and external sources with a lens on equity; shares tailored, disaggregated qualitative and quantitative data with MESD leadership; and responds to requests for data.  Additionally, this staff member will collaborate with district leadership, staff, vendors, and component district data coordinators to improve data collection and reporting systems. The Senior Data and Research Administrator/Analyst will aid district-wide decision-making using data analytics with an emphasis on understanding the systemic forces that lead to the marginalization of specific communities. 

 

Additionally, this staff member is responsible for collaborating with instructional leaders to ensure their data collection systems have a lens on equity, are user-friendly, respect student confidentiality, and that users understand data limitations. This position requires a strong equity lens and skill at identifying and mitigating bias in research and data. The senior data and research administrator/analyst will interface with the staff from across the agency including instructional services, technology services, student services, administration (human resources, equity director, business, strategic engagement) and educators in our region, our grant and university partners, and state agencies like the Oregon Department of Education and Oregon Health Authority. The ability to troubleshoot with users and vendors, problem solve, follow through and use sound judgment to determine the root cause of issues and ensure a consistent experience for users is also a requisite part of the job.

 

NATURE & SCOPE: 

 

This position is subject to board policies, administrative rules and procedures, department regulations and applicable State and Federal statutes.

 

KEY RESPONSIBILITIES AND DUTIES:

  • Serve as the primary ESD (education service district) consultant for teams with data projects both internally and regionally
  • Access, manage, evaluate and synthesize data on outcomes, demographics, and other key areas from relevant sources as outlined in the strategic plan and other agency-wide initiatives 
  • Develop culturally responsive evaluation and data collection instruments including staff and stakeholder surveys 
  • Prepare reports, presentations and documentation using data analytics to inform district and regional decision-making
  • Create information materials for external and internal audiences in collaboration with the communications team
  • Demonstrate a commitment to the Multnomah Education Service District’s Equity Policy by developing a thorough knowledge and application of the district policy, and other board policies; participate in staff professional development, in-service trainings related to diversity, equity and inclusion in the workplace and in K – 12 education; develop, recommend and implement improvements to culturally sensitive and responsive data collection
  • Support grant writing and reporting requirements, often on tight deadlines, by providing the data content necessary to create funding proposals, grant applications and reports 
  • Assist supervisors based in schools, programs and service areas to ensure data collection and reporting systems are user-friendly, while also maintaining confidentiality, and integrity. 
  • Possess in-depth knowledge of table structure, indexes, database procedures and functions, scripting coding and data mining. 
  • Support development and application of data sharing and data confidentiality agreements. 
  • Other duties as assigned

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Experience working with leadership teams, supervisors and external stakeholders especially communities who are currently and have historically been marginalized.
  • Experience in quantitative and qualitative data collection, analysis, synthesis and presentation with a thorough understanding of the root causes of inequity.
  • Experience assisting field/operation staff with quantitative and qualitative data collection, analysis, synthesis and presentation
  • Excellent customer service which values cross-cultural communication,  relationship building, timely responses and critical dialogue regarding data requests and responses
  • Demonstrated proficiency in relevant MS Office and Google Suite products; 
  • Thrives in teamwork
  • Familiarity with a variety of computer programming languages

EDUCATION & EXPERIENCE:

  • A college degree in data science, statistics, or related field or some combination of skills and experience. 
  • A minimum of three years of experience in a related role. 
  • Ability to understand and maintain security and confidentiality of student and employee information following department, agency, and State/Federal standards such as HIPAA and FERPA
  • Ability to write reports, business correspondence and procedure manuals

WORKING CONDITIONS:

 

The Senior Data and Research Analyst works primarily within an office setting. Regular travel within and outside the District will be required with occasional statewide and rare out-of-state travel. Attendance at meetings is required. Activities outside of the normal workday may also be required based on project scope or deadlines. Although rare, evenings and weekends may also be required based on project scope or deadlines. MESD supports remote working when the job duties and responsibilities allow with prior supervisor approval.

 

PHYSICAL REQUIREMENTS:

  • Ability to make repetitive hand-movement, such as typing for at least 4 hours per day and up to 8 hours per day
  • Ability to sit and work on a computer for long durations and at least 8 hours per day
